How will the Williamsburg bridge construction impact construction on the new Richmond-Pittsburgh railroad?
A project that is expected to begin construction next year on the West End subway line between Richmond and Pittsburgh has the potential to create a new transportation headache for the region’s rail industry, according to a study from a prominent transportation policy group.
The Williamsburg project, the first in a new rail line from downtown to Pittsburgh, is being constructed on a former steel mill property at the western edge of the city.
The project has received $6.6 billion in federal grants, and the Virginia Department of Transportation has promised that up to 3,500 jobs will be created, but the agency said that a final estimate for the entire project will not be released until next year.
The study, released Thursday by the National Transportation Safety Board, also found that the cost of the project would be $1.5 billion in total and that it would create a 2.3-mile, two-track tunnel, with the first two tracks being closed during construction.
The remaining two tracks would be closed to traffic during construction, and would have to be reconstructed to accommodate the new tracks.
The project is expected create about 600 permanent construction jobs and about 400 full-time construction jobs.
It is the second major rail project that the Federal Transit Administration is overseeing, following the $2.8 billion East Penn Line project that was completed in 2021.
But the new West End project, while a first in the country, is expected in many ways to have many of the same problems that the East Penn project faced.
A section of the West Penn Line, the nation’s longest, is currently under construction in Pittsburgh, but construction is expected start in 2021 and finish in 2024.
The Williamsville Tunnel project is also expected to take about $1 billion out of the regional economy and create some 1,000 permanent construction and full-timing jobs, according the report.
The West End tunnel project, which will be built on a formerly steel mill site, would be a $4.2 billion project, including $1-billion in federal funding and $1 million in private money, according the report.
The Williamsburg tunnel is being built on former railroad land owned by the Pittsburgh Steel Works, which is owned by two local businesses, One Pittsburgh and Williamsburg Brewing.
The two businesses, which both own the railroad property, have not given their permission for the project, according their website.
The city of Pittsburgh has a contract with the Pittsburgh Railroad Authority to build and operate the new line.
The railroad authority is also the local authority that will manage the new train line.
A section is being removed from the rail yard at the Williamsville Railroad Terminal to create an access tunnel for the Williamsbridge Tunnel project.
The tunnel would be the only way to move trains into the tunnel.
The track would have a grade of one foot (65.7 centimeters) below the ground.
The rail yard has been closed since March, when it became clear that the track would be unsafe for a tunnel.
In a letter sent to the city, Pittsburgh Railroads Authority General Manager Robert J. Stauffer wrote that the company had to remove some of the track because of safety concerns.
Staudger said the tunnel would create “significant impacts” on the railroad’s operations.
The tunnel would run from the tunneling yard to the Pittsburgh International Airport.
The city of Richmond has requested a permit to conduct a tunneling operation under the railroad line.
However, Stauderer said that it has not been approved by the rail authority.
“We’re just working through it,” Stauder said.
“We’re in discussions with the railroad authority.
We’ve been working through the tunnel to make sure it meets all of the requirements that we’re required to have.”
The city also wants to use the tunnel as an exit for a bus terminal.
“There are a lot of other things that are on the table for the city,” Stouderer said.
Stauder also said that the rail line will be able to handle more traffic, with no delay, since the tracks are not closed during normal operations.
“The track is safe to go through,” he said.
The tunnel will be used to move a train from the freight terminal to the terminal.
The construction project is estimated to create 1,200 permanent construction, full- and part-time jobs, the report said.
It will create another 1,600 permanent construction employment, including 500 temporary construction jobs, and 1,500 full- or part-timed construction jobs through 2024.
“There is a lot going on in the world right now, and there is a need for a new, more reliable way of moving people,” Stenberg said.
